From HS code audit to PCoC, SCoC and FASAH release — Zenlogix manages SABER compliance so regulated goods clear Saudi customs without delays.
Zenlogix provides an end-to-end SABER certification service for companies importing regulated products into Saudi Arabia. The service covers product registration, Product and Shipment Certificates of Conformity and the link to FASAH, so certified goods can be released at Saudi ports without avoidable delays.
What is SABER?
SABER is the official online platform launched by the Saudi Standards, Metrology and Quality Organization (SASO) for registering products and issuing conformity certificates. It is a cornerstone of the Saudi Product Safety Program, known as SALEEM, and ensures that imported and locally manufactured products meet Saudi technical regulations before they reach the market.
The two certificates importers need
- Product Certificate of Conformity (PCoC) — proves that a product or product family complies with the relevant Saudi technical regulation. It is generally valid for one year and requires product specifications, manufacturer details and laboratory test reports.
- Shipment Certificate of Conformity (SCoC) — issued for each individual commercial shipment and tied to the invoice and bill of lading. It cannot be reused and is required for every import batch arriving at Saudi sea, air and land gateways.
Missing or incorrect certificates are one of the most common reasons regulated cargo is held at the port, which leads to storage costs and late deliveries.
How Zenlogix manages SABER compliance
The Zenlogix compliance team handles the full workflow on the customer's behalf:
- HS code audit — reviewing the commercial invoice and HS codes on SABER to confirm which regulations apply.
- PCoC issuance — registering the product, coordinating testing and obtaining the product certificate.
- SCoC issuance — issuing the shipment certificate once the cargo is ready to ship.
- FASAH release — linking the digital certificates to the customs declaration for faster clearance.
Who the service is for
The service supports commercial importers of consumer, industrial and retail goods, as well as manufacturers and exporters who want to make sure their products are compliant before dispatch to the Kingdom. Because SABER is combined with customs clearance and freight forwarding, customers can manage certification, shipping and release with one partner.
Start a SABER review
Importers can submit product details on the SABER certification page for a compliance review, or speak with a Zenlogix compliance specialist. The team typically responds within one business day.
